Abstract
The effectiveness of any military force can be determined by the capabilities and reliability of its individual members. This has always been the primary concern for military strategists and decision makers. Prediction of human performance is still a problem for the administrative science area as well as military manpower area. Having such a big armed force, the Soviet Union confronts manpower problems which can affect overall military effectiveness. This thesis investigates the qualitative and quantitative problems of Soviet military manpower. It looks at Soviet demography, manpower availability, ethnic issues, training and education. It also attempts to appraise the performance of the Soviet soldier.
