Abstract
The National Security Act of 1947, providing for the unification of the armed forces of the United States under a Secretary of Defense, initiated a series of reforms culminating with the installation of the Planning-Programming-Budgeting Concept in 1961 by Robert S. McNamara. ith budgetary control, McNamara has accomplished what no prior Secretary of Defense could achieve: (1) integration of strategic plans and over-all defense programs within a program and budget structure, and (2) control of the military in a manner approaching absolute dominance.
