The Bureau of Naval Personnel, in addition to other functions, is charged with is responsible for "the procurement, education, training, and discipline, of offers and enlisted personnel of the Navy, including the Naval Reserve and the Reserve Officer's Training Corps, except the professional education of officers, nurses, and enlisted men of the Medical Department.
