Abstract
As a key tenet of readiness, it is important to know—tracking at the present time and forecasting through various future timeframes—measure, and understand unit level proficiency and individual career proficiency. As an example, this has been especially highlighted recently in trying to assess the proficiency of Surface Warfare Officer seamanship. This research works toward development of a knowledge management (KM) approach to such measurement and understanding, seeking to enable current tracking and future forecasting. The KM approach will be developed to enhance quality design characteristics such as intuitive operation, natural data entry, agility and global reach.
