Abstract
This thesis reviews methods and techniques used to support decision making in defense acquisition. The research investigates new and conventional models and tools, and opportunities for their application in the Ministry of Defence of Finland. This topic is especially timely and important because of diminishing defense budgets and rising prices of defense systems and materiel. The size and complexity of defense investments combined with increasing costs and long life cycles of systems and projects makes this topic challenging and important. The research consists of two parts: a literature review and a case study application. The literature review identifies and describes modern methods and tools to support decision-making in defense projects. The case study describes current practices in the Finnish Defence Forces (FDF) and identifies opportunities to apply ideas and concepts from the literature to improve the acquisition process. Based on models and tools introduced in the study, it is possible to achieve both significant savings and improvements in defense acquisitions and to apply these methods to improve efficiency in defense acquisition in Finland.
