Abstract
The supply chain for the Navy is divided into three legs: Inter-Theater, Intra-Theater, and the Last Tactical Mile. This thesis focuses on the aerial mode of transportation within the Intra-Theater leg, which is owned and operated by the Fleet Logistics Support Wing (FLSW). FLSW has their own fleet of C-130Ts and C-40As, which compose the Navy Unique Fleet Essential Airlift (NUFEA) entity. The NUFEA fleet, 41 aircraft in total, is tasked with transporting cargo and passengers from one destination to another globally. FLSW comprises 11 squadrons across the United States, including one squadron in Hawaii. The Navy Air Logistics Office (NALO) is tasked with receiving mission requests and fulfilling them with aircraft from the FLSW. Currently, the FLSW and NALO are dealing with an insufficient number of mission-ready available aircraft. Due to budgetary constraints, they are seeking a short-term solution to this problem by more efficiently employing their current aircraft inventory. Our research focuses on analyzing, with the intent of improving, the allocation of the C-130Ts and C-40As across the FLSW bases. To model this problem, we implement mixed-integer optimization models that minimize the cost of assigning available aircraft to missions. These models allow us to gain insights into and provide recommendations for potential cost-saving reallocations of the aircraft across the FLSW bases.
