Abstract
The Department of Defense is evolving into a more streamlined organization due to an ever changing geo-political climate and tightening fiscal constraints. Toward this end it is imperative that the Department of Defense make sound decisions when contracting for goods and services. In order to ensure fiscal targets for readiness are met, DOD must endeavor to find new and innovative ways to procure services for its civilian and military members. The Household Goods System (HHG) is a classic example where a new non-bureaucratic paradigm in which the HHG function is privatized might benefit DOD. First privatization places the burden of the market place on the broker who should be better equipped to get the best rates available. Second, savings may be found in the reduction of infrastructure that supports the current system.
