Abstract
Development of the Off-shore Problem. The petroleum industry has turned seaward in its search for more oil, oil needed to meet the steady rise in the demand of our expanding economy; oil, needed for an adequate, ready, domestic reserve and, oil, essential to support that economy in the future, whatever it may hold. The success of this venture will mark the continuation of the contributions of this vigorous industry to the national destiny. Off-shore locations have presented a more complex drilling and production problem than previous inland locations. The depth of water and the wide variation of water surface conditions have made the basic drilling requirement of no relative motion between the drilling rig and the well more expensive to meet. The destructive power of ocean storm waves, tides and currents has made drilling and production structures difficult and expenseive to erect and maintain. Transportation and communication from shore to sea under even moderate sea conditions has not been easy.
