Abstract
The principals and tools of Total Quality Management (TQM) have gradually made their way into the construction process as a whole. Various phases of the process, mostly large size projects, have experimented with TQM tools, team building, and customer involvement and have found success. Here, the intention is to present the reasons for this success and discuss how they may be applied to smaller projects which are found at the Public Works level of a Naval Base. (MM)
