Abstract
A descriptive model of personnel systems existent in the U.S. Navy for acquisition and utilization of officers with postgraduate education is presented in this report. Relations are established between advanced technical/managerial billet levels, personnel
requirements levels, expected personnel inventory levels and postgraduate enrollment schedules. The criterion for selection of an
optimal postgraduate enrollment schedule from the set of acceptable schedules which satisfy the system relations is prescribed to be the minimization of net present cost of personnel system operation.
Computational programs based on the mathematical structure of the model developed will provide valuable information to personnel
management on expected personnel shortages and critical seniority levels. Personnel management will also be afforded a capacity to
rapidly evaluate the effects of changes in continuation rates, program costs and alternative management policies on postgraduate program enrollment plans.
