Abstract
The purpose of this thesis is to discuss the observability of targets moving on cr near the earth's surface when viewed from space by an ortiting satellite. A simplified derivation of the satellite's orbital mechanics is undertaken, which taken in conjunction with a description of the target's motion allows for the derivation of a system of relative coordinates. An observability analysis is then performed on the resulting series of nonlinear equations, which in turn forms the basis for the design of a deterministic nonlinear observer and an Extended Kalman Filter to track the target.
