Abstract
This thesis is a comparative case study comparing and contrasting the efforts of three countries (United Kingdom, France, Italy) in their fight to reduce copper wire theft incidents within their nations. The ultimate goal of the research is to highlight the significant threat posed to critical infrastructure from copper thieves and to offer best practice recommendations to policymakers within theUnited States in response, based on the experiences of the three targeted nations. An analysis of the data reveals that the United Kingdom has had the most success in the reduction of reported copper wire theft incidents primarily due to its multi-faceted approach to the problem, which includes heavy regulation of the scrap recycling industry, centralized law enforcement operations, and enhanced criminal statutes.
