Abstract
This report provides a framework for evaluating how new and emerging technologies applied in multiple domains can impact foundational warfighting and deterrence strategies. The report premises that incorporating emerging technologies with existing capabilities and strategies is a seminal element of the concept of integrated deterrence at the center of the current U.S. strategic posture. Utilizing four technology categories and seven strategic vantage points, the report presents a 28-node matrix of hypotheses of particular strategic impacts. Findings conveyed in the report articulate and examine emerging technology influences on specific strategic elements within this matrix. The resulting framework enables broader and deeper empirical examination of specific technology-strategy nodes, and more synthetic analysis of how multiple emerging technologies may interact with one another to generate novel strategic effects and shape overall outcomes.
