Abstract
This thesis analyzes the process needed to evaluate potential Naval Reserve unit locations from the perspective of cost, manpower, support for the active Navy, and Reserve facility support capability. The research suggests the feasibility of a PC based Decision Support System to assist Commander, Naval Surface Reserve Force improve the effectiveness and efficiency of the unit location decision. A comparative decision model was developed based on Multi- Attribute Utility Theory. Design of a Spatial Decision Support System was proposed to incorporate a commercial mapping engine, the formal unit location decision model, and a commercial decision model solver. Since the proposed Decision Support System can provide flexibility, increase the number of decision factors considered, and reduce decision processing time, software development and construction of a Reserve unit Decision Support System prototype is recommended.
