The Secretary of the Navy’s stated vision for 21st century Sailors (and Marines) is to improve readiness and maintain the resiliency of the force, as well as to maintain combat effectiveness by improving the health and well-being of Sailors (and Marines). On paper, the USN acknowledges that to do this it needs a strong organizational culture that instills loyalty, rewards performance, and offers work-life balance.
