Abstract
In August of 1990, the CNO released a memorandum to all flag officers to bring Total Quality Leadership (TQL) to the fleet. This thesis is a case
study of how an operational command goes about adopting the philosophies ofTQL Discussion of Dr. W.E. Deming's management philosophies
and the Navy's Process Improvement Model are presented as background information. The case study presented is offered as a guide for
implementation to the operational fleet, as all organizations or commands are unique in many respects. The development of this case and the
theories behind TQL have shown one overwhelming factor to be present in all successful TQM/TQL implementations; "commitment from top
management is essential for the philosophy to be successful."
