Abstract
The establishment and administration of an effective training program Is a vital and integral part of the Naval Service. Any statement merely to the effect that training is important would indicate a lack of real comprehension of the problem. Training in itself is the greatest single factor that makes possible the accomplishment of the primary mission of the Navy: that of safeguarding the national security.
