Abstract
This paper examines non-traditional vessels (NTVs) in the context of Great Power Competition and international armed conflict (IAC). It offers a notional meaning of ‘NTV’ and explores the role of NTVs at the edges of peace and war. Indeed, Great Power Competition presents a complex legal paradigm in which states toe fine lines in the peace–war continuum, particularly in the maritime domain. The manifestation of the NTV in naval parlance did not happen in isolation. It is a by-product of new trends in Great Power Competition. From China’s vast militia of ‘fishing vessels’ to Russia’s weaponization of merchant ship containers, the maritime domain is flush with novel tools of state power linked to exigent questions of international law.
