Abstract
Both the theoretical and practical aspects of costing extensions of technology are
addressed. A method for measuring the level of technology embodied in a system is
developed. The increment in technology represented by a development project is found to
be highly correlated with development time. Development time is then broken down into
normal and abnormal components, which are found to be correlated with development cost.
