Abstract
This thesis examines the OPTAR allocation process utilized by the Connmander Naval Surface Forces, U.S. Pacific Fleet comptroller. The objective of this thesis is to develop a useable OPTAR forecasting model to assist the comptroller in effectively allocating funds to the fleet. The OPTAR grant data of Newport class LSTs and Spruance class destroyers were studied to identify the relationship between OPTAR spending patterns of surface ships and their operating schedules. An OPTAR allocation model was developed for each class of ships. The models utilize critical events in a ships employment schedule to forecast quarterly requirements. The models were designed to be easily and effectively implemented by the comptroller and his staff to assist in the allocation process.
