Abstract
The acquisition of goods and services for a country's military establishment is a complex and vital undertaking. The context within which it occurs is necessarily different for every government and is subject to change over time. That context includes, among other variables, assumptions concerning the security environment and the resources available
to the government to satisfy national security requirements. Democratic governments have developed a variety of arrangements for systematically linking resources to requirements under different security conditions. There is no single best solution.
