Abstract
The surface warrior recognized as "the expert" in naval warfare tactics and described by one of his students as the "burning bush", CAPT Wayne P. Hights Jr. USN (Ret) recently spoke to Surface Warfare Magazine about joint littoral warfare and the future of the Navy's role in it. Author of "Fleet Tactics, theory and practi ce" - published by the Naval Institute Press in 1986 and on the Chief of Naval Operations must-read list ever since -- CAPT Hughes is currently professor of operations research at the Naval Postgraduate School (NPS) in Monterey, Ca., where he also served in the chair of tactical analysts prior to his retirement from active service in 1983.
