Abstract
A behavioral model of manpower decision making is developed and exercised. The simulation incorporates a statement of Parkinson's Law which claims that the demand for labor is partially dependent upon the number of employees already on board. Additional features include exponential forecasting and variable delays in hiring and firing. A central feature of the model is the existence of organizational slack which is defined as the number of people in excess of what is necessary to satisfy market demands. Various sensitivity analyses are conducted and the Model's implications are discussed
