Abstract
This thesis reviews the out-of-service debt with emphasis on the personnel
policies driving the debt. Using criteria developed in the thesis, elimination of all debt
categories, except reenlistment bonuses was accomplished. A review of the policies
governing the Selected Reenlistment Bonus Program was conducted, followed by a
cost-benefit analysis of the Program. The results indicate a net cost from this Program
of S23 million for the Navy.
The requirements of the Debt Collection Act were then reviewed, and compared
to implementation of the Act's provisions by NFC. The impacts on debt collection
methods, provided by the Act, were reviewed. The collections under each provision of
the Act were identified, with those provisions controlled by the Government providing
higher returns than those controlled by civilian organizations.
