Abstract
The cost of operating Navy ships is difficult to determine, but extremely impor-tant to accurately predict. Under-funding in this area could result in the deferral of equipment replacement and spare parts replenishment/consumption, ultimately reducing the Navy’s current level of readiness. Over-funding could hinder the Navy’s efforts to recapitalize assets in order to meet future threats. As the quote above underscores, the Navy is determined to more accurately predict resource needs in order to fully fund re-capitalization efforts.
