Operational planners need to understand that targeted killing operations cannot exist solely at the operational level because their consequences have strategic and political ramifications. By utilizing a case study analysis, this thesis will identify the operational planning considerations that need to be addressed to successfully conduct a targeted killing mission. This thesis will also outline any guidance the operational team should receive when tasked with a targeted killing mission. This will enable the operational unit to minimize any unintended consequences that result from targeted killing missions. Minimizing the unintended consequences will assist in removing the aura of illegitimacy surrounding targeted killing operations because transparency is provided on the procedures and planning considerations that are involved in the execution of these types of operations.
