Abstract
This study seeks to provide analysis and recommendations on how to posture Naval Special Warfare (NSW) forces over the next 5-10 years to support the counter weapons of mass destruction (CWMD) mission. The study assess existing requirements, guidance, authorities, and NSW capabilities in order to develop notional operational concepts that illustrate how NSW can maximize its contribution to the CWMD mission. Results will inform future planning efforts and force structure decisions, and ensure NSW forces are postured to achieve essential CWMD objectives and tasks. The study will address key sponsor research questions, including: What is the value proposition of NSW forces for the CWMD mission? How can NSW meet current requirements and support DoD's CWMD Functional Campaign Plan? What metrics should NSW employ to determine if future doctrinal or force structure changes are required? The study will consist of 3 phases: 1. NPS faculty will form a research team to conduct meetings, establish a baseline assessment, and develop a detailed plan for follow-on research. 2. Students will draw on their operational expertise to develop case studies and notional operational concepts with faculty that will be red-teamed by outside experts. 3. Briefing findings and recommendations. Key deliverables include: a detailed research design plan and baseline analysis of existing CWMD authorities, guidance, and NSW capabilities; 3-5 case studies on CWMD operations, activities, and investments; An assessment of NSW's current CWMD posture; 2-3 notional operational CWMD concepts for NSW; Findings and recommendations for NSW leadership.
