Abstract
The US Navy Aviation Energy Conservation (Air ENCON) Program is designed to optimize fuel consumption without adverse implications on either mission objectives or safety. By analyzing historical flight data, we develop fleet 'training efficiency' metrics that link squadron fuel consumption to operational Training & Readiness (T&R) outcomes and pilot proficiency. After addressing efficiency metrics we offer a cost- benefit analysis (CBA) of hot pit locations in CONUS.
