Abstract
One of the most important and complex programs in the U.S. Navy is the training of its service members. The Navy intends to transform the methods used to deliver training to sailors; that effort focuses on the Ready Relevant Learning (RRL) initiative. The objective of this project is to help define functional requirements for mobile learning delivery and a cost-benefit analysis of options for procuring mobile learning technologies. To accomplish that, we designed and organized a set of interviews with instructors in Navy training centers. We also identified the potential advantages and disadvantages of mobile learning technologies and the roadblocks to procurement and implementation. The results of our work are summarized in a decision-support tool that outlines the roadmap to the procurement of mobile learning technologies.
