Abstract
This report is the first of three resulting from the studies of our graduate seminars in National Security Affairs at the Naval Post Graduate School. The second will be entitled Conflicts of Interest in Northeast Asia and the third will cover Conflicts of Interest in Southeast Asia. Successive classes of officers of the Navy, the Army, the Air Force and the Marine Corps have contributed immeasurably to these Reports by their research, their these, their papers and their class discussions.
