Abstract
Homeland Security Investigations (HSI) is one of the world’s premier law enforcement agencies, comprised of top-tier professionals. This thesis explores how HSI might incorporate best practices from successful police organizations and private companies to optimize its performance evaluation system. Through a multiple-case assessment, this study identifies evaluation practices that could be integrated into HSI’s current system.This research examines performance evaluation methods employed by Deloitte, Google, and the Los Angeles Police Department, revealing diverse yet practical approaches to managing employee performance. HSI can enhance its performance management practices by embracing innovation and data-driven decision-making, allowing saved time and money to be refocused on employee development, organizational success, and employee satisfaction.Drawing from these case studies and a review of scholarly and industry literature, this thesis recommends measures HSI could implement to improve its performance management practices. By streamlining processes and prioritizing employee development, HSI can empower its managers to provide practical input and coaching, enabling employees to achieve more remarkable accomplishments while maintaining their autonomy.
