Abstract
The Paperwork Elimination Act was signed into law on 21 October 1998. The Act is the guidance for Executive Agencies to improve customer service and information exchange through the use of information technology. The purpose of this thesis is to determine the feasibility of the Department of the Navy, specifically the Space and Naval Warfare Systems Command, San Diego (SPAWAR), to implement the Government Paperwork Elimination Act by the mandated 30 October 2003 deadline. This study examines the current paper less contracting system utilized by SPAWAR to determine if it can transition to a complete web based acquisition process. It is the finding of this thesis that, with the right level of funding and management oversight, the requirements of the Government Paperwork Elimination Act can be achieved.
