Abstract
The purpose of this study is to investigate accrual basis
accounting as an alternative for accounting for the cost of
GI Bill and VEAP veterans' educational assistance benefits.
The history of veterans' educational assistance and current
accounting methods are reviewed. The study suggests pension
accounting techniques and inputs to a cost model as a basis to
allocate the entitlements' cost.
