Abstract
The purpose of this MBA Project was to investigate and provide a comprehensive analysis on a proposed implementation of a Fee For Service (FFS) structure for the Defense Contract Management Agency (DCMA). The goal of this project was to identify and document the applicability of a FFS in DCMA by comparing the seemingly redundant services provided by both the Program Management Offices and DCMA. Furthermore, this project analyzed the potential cost savings of a FFS achieved by enabling the PMO to pay for the services themselves vice utilizing DCMA as a "free" service provider. The Author's contention is NOT that DCMA is inefficient but that the system for identifying, procuring, and funding DCMA's services is inefficient.
