Abstract
Cislunar security is a rapidly growing topic as nations prepare for the next step in human space exploration. A critical component of cislunar security is lunar space situational awareness (LSSA). This piece of the cislunar security puzzle is a nuanced and complex problem that requires more rigorous discourse. This thesis addresses the multidisciplinary challenges that lie before LSSA development. Starting with the historical lessons learned from Earth-centric space situational awareness, this research then looks at some of the most significant technological and political challenges LSSA faces. Then this thesis applies the observations gathered to three proposed models of LSSA development: military-led, international civil coalition, and commercial consortium. Through a qualitative, cost-benefit analysis of these factors, the study finds that a blended approach, leveraging the strengths of all three models while mitigating their limitations, offers the best path forward. It is recommended that a U.S.-led international civil coalition serve as the primary driver of LSSA development, supported by commercial innovation and military expertise. Focusing on a collaborative, multi-stakeholder approach, the U.S. can establish a leadership role developing a robust, trusted, and sustainable LSSA system that promotes the peaceful use of cislunar space for the benefit of all.
