This thesis could be used as a complementary case to the case study entitled U.S. Naval Complex at Subic Bay , by LT Larry J. Steckler, January 1993, to provide a follow-on Navy example of a management case study for use at the graduate teaching level. While the former case provides a general overview of the entire United States withdrawal effort and subsequent closure of the United States Naval Complex at Subic Bay, Republic of the Philippines, this case focuses on the withdrawal evolution in a narrower perspective, specifically the unique Hot Turnover of Naval Air Station Cubi Point, with a myriad of strategic planning problems and emerging management control systems. The intent of this case is to continue the analysis of the planning and controls to encompass the politically sensitive Hot Turnover issue, and complete the entire withdrawal process within the constraints of the partially executed Subic Bay withdrawal effort.en_US
