Abstract
As the leader and pioneer in the use of electronic data processing equipment, the Federal Government has slowly developed broad guidelines for planning for the utilization of electronic data processing equipment, and these guidelines are of value to an organization contemplating conversion to electronic data processing. This paper traces the development of the planning factors and considerations which sake up the requirements for conversion to electronic data processing. Most of the research material utilized was from surveys and studies conducted by the General Accounting Office, Bureau of the Budget, or the Department of the Navy. Detailed studies of specific problems of converting to electronic data processing encountered by firms in private industry were not available.
