Abstract
The notion presented by Sir Winston Churchill's quotation provides a necessary pause for any study on the changing structure of the European security regime. It causes one to reflect on the momentous events of the last two years in a somewhat different light instead of wallowing in a quagmire of comparison and modeling efforts in order to determine why war is now more likely in Europe, or how ineffective the present security regimes will be in the face of recent changes.2 why are there not more substantive efforts to seize the initiative and proactively establish a framework for security in Europe as revolutionary as the recent phenomena in Eastern Europe, the Soviet Union, and Germany.
