Abstract
The focus of this thesis is to identify the prerequisite knowledge required by the Navy and Marine Corps financial manager in the area of industrial fund activities. Research at the headquarters and field activity levels has provided practical policies and procedures that have been combined with existing financial management directives, manuals and instructions to produce a management guide for incorporation in the Practical Comptrollership Course (PCC) and Financial Management in the Armed Forces Course offered by the Naval Postgraduate School in Monterey, California. It is primarily for use by these students as a management tool for job turnover, reference, and training.
