Abstract
In an examination of the relative efficiency of public and private firms in Pakistan it was found that public firms are more efficient than their private counterparts. This conclusion holds across a number of definitions of efficiency. The same picture develops across different parts of the country. These findings suggest that privatization per se is no panacea for increasing the country's industrial output, particularly in the class of most efficient firms. While these findings do not imply a complete lack of opportunities for successfal privatization in manufacturing, it appears that the process should proceed very carefally and on a case-by-case basis.
