Abstract
As the U.S. Department of Defense (DoD) shifted focus from the Global War on Terror to Strategic Competition and Large Scale Combat Operations (LSCO), a significant gap emerged in how resilience and resistance are integrated into U.S. Army Special Operations Forces (SOF) planning. This thesis explores the concept of resilience and resistance being two sides of the same coin, using the strategic role of dual-use technologies as evidence to support this postulate. By conducting extensive research and analysis on Army and Joint doctrine, academic literature, and real-world case studies, the thesis demonstrates how technologies such as drones can seamlessly transition from resilience functions to resistance roles, particularly in politically sensitive environments where investment into defensive capabilities may be viewed as aggressive and escalatory by nearby nations. The findings indicate that deploying dual-use technologies pre-crisis in a resiliency capacity can enhance deterrence, improve resource efficiency, reduce barriers to civilian participation in national defense, and expand preparedness for conflict, all fundamental requirements for successful resistance. The research concludes with recommended revisions to existing doctrine, emphasizing steady state resilience building as a core component of SOF campaigns.
