Abstract
This thesis defines the alternatives available to the Navy housing manager concerning disposition of marginally adequate housing assets; considers life-cycle costs; and the time value of money in the application of economic analysis techniques; and finally, compares these alternatives using housing cost data from the San Diego Naval Complex as a practical example. It addresses the non-quantifiable aspects concerning the housing manager's selection of a superior alternative. Decisions affecting marginally adequate housing assets are placed in a chronological sequence with other major housing decision-making activities. Navy housing management and the history of family housing in the armed forces are also discussed, as is the impact on military family housing of the all volunteer service and the projected E-l through E-3 housing eligibility authorization.
