Abstract
The methods used by the Naval Air Systems Command (NAVAIR) in the acquisition of Peculiar Ground Support Equipment CPGSE) was the object of a study which reviewed policy, procedures and management techniques. Particular emphasis was placed on a review of the managerial innovations being employed by the F-18 project, e.g., funds control by the Assistant Project Manager for Logistics and phased support. The study made several observations as to the potential for success of the F-18 project's new methods. Additionally, the authors recommended several changes to the NAVAIR management structure for long-term improvement in PGSE acquisition, the most significant of which involves the transfer of the Ground Support Equipment Division (NAVAIR-5 34 ) to the Logistics/Fleet Support Group (NAVAIR-04).
