The level of preparedness and capability of government and private sector first-response entities to react to disaster rests upon the assumption that the human element, essential employees, will be ready and able to carry out the functions that have been planned, the tasks they have been trained to perform, provided the necessary equipment to complete, and that proficiency has been demonstrated through exercise.
