Abstract
A set of second order necessary conditions is obtained for solution to a basic problem in optimal control involving the state constraints psi sup alpha (t,x) or = 0 alpha = 1,...,m. For the case of a normal solution arc, the methods of Hestenes are used to show that the second variation of a certain functional is non-negative on a class of variations of the solution arc. The results for this problem are basic in the sense that they can be extended to include analagous results for much more complicated problems. (Author)
