Abstract
Ask any CIA National Clandestine
Service officer what his or her
mission is and the likely reply will
be â to recruit spies to steal secrets
and conduct covert action.â This
mission has been relatively
unchanged since the founding of the
Office of Strategic Services (OSS)
on 13 June 1942. What has changed
is the profile of the people we ask to
become agents to steal the secrets
and engage in covert action. In this
article I will discuss how we trained
OSS and CIA officers to find and
recruit the people who became our
agents.
