Abstract
The Guided Missile Frigate (FFG) program evolved in an era of increased concern about the acquisition of weapons systems by both the executive and legislative branches of government. This thesis outlines the major studies that were an outgrowth of the concern and identifies one crucial problem as test and evaluation, particularly operational test and evaluation. This thesis follows the requirements of the test and evaluation directives that were promulgated during the evolution of the FFG program. A Combat System Land-Based Test Site was constructed as a part of the Guided Missile Frigate program. The combat System Test Site has been through Initial Operational Test and Evaluation. The requirement for operational test and evaluation affects significantly the test site's original objective of system development and integration. This lesson and other lessons learned at the Combat System Test Site are presented as they relate to the test and evaluation directives.
