Abstract
This thesis evaluates the impediments to the productivity enhancing capital investment programs to two Naval Activities, Naval Air Station Alameda, and Naval Air Rework Facility, Alameda, California. The analysis uses a management control perspective. Particular issues addressed are what productivity programs are currently being used and why some programs are not yet fully functioning. In examining the productivity programs it was found that certaim barriers do exist that impede the full utiilization of these programs. The work concludes with the listing of these impediments and recommendations for improving the programs. Keywords: PIP(Productivity Improvement Program); and ACP(Asset Compitalization Program).
