Abstract
This thesis discusses the management of the acquisition of the Fleet Satellite Communications Satellite (FLTSATCOM) Qualification Model for the Naval Postgraduate School. The preparations, scheduling, and accomplishment of the delivery and the efforts required to establish the FLTSATCOM laboratory
are discussed. The interaction between the Naval Postgraduate School, various government agencies, and the FLTSATCOM prime contractor necessary to accomplish the project is also described.
