Abstract
This thesis focuses on the administration of Inter-service
Support Agreements (ISSAs) at eight U.S. Navy shore
installations. Three issues are addressed: (1) the types of
problems being faced by individuals responsible for
administrating ISSAs; (2) the incidence and resolution of
disputes between host and tenant activities; and (3) the
determination of cost savings which result from having an
ISSA. The thesis concludes that difficulties being
experienced may be classified into five categories and are
not severe overall; disputes occur infrequently and are
resolved in a professional manner; significant variation
exists in the ways cost savings are determined. Recommendations
for improving ISSP administration are offered.
